Former DWP building in Oldham could be turned into flats

A building that once housed a government department in Oldham town centre is due to be turned into more than 80 flats. 

Phoenix House, at 44 Union Street, used to hold a Department for Work and Pensions (DWP) office.

But in 2022, the Conservative government closed down the branch, causing a ‘devastating’ loss of jobs and support in the town, according to local MP Jim McMahon. 

Now, London-based developers A& S Mayfair Limited plan to renovate the open plan offices, which have stood empty since the closure.

A change of use application was submitted to Oldham Council’s planning portal, which if approved will allow the business premises to be used transformed into 82 apartments. 

Prospective plans by Nick Carroll Architects show that seven of the building’s eight floors will be split into flats ranging from 40 to 100 square metres.

Each dwelling will have an open plan kitchen and living area, one bathroom and one or two bedrooms. 

The ground floor would retain its ‘class E’ use – meaning it can still be used as  office or retail space. 

The building is situated right next to Oldham Central tram station and currently has a small car park with eight spaces at the front of the building.
