Manchester City council bosses will review the city's response after a stabbing attack at Manchester Arndale centre on Friday.
A 19-year-old woman, a man aged 59, and another woman, were taken to hospital after suffering stab wounds.
Two others were hurt, but none of the injuries are thought to be life-threatening.
A 40-year-old man has been detained under the Mental Health Act.
Police are continuing to investigate what happened at Manchester Arndale.
The investigation will be continued by Counter Terrorism officers but an open mind is being kept in relation to any motive.
A police statement said: "The arrested man was considered unfit to be kept in custody and had to be transferred to mental health detention.
"We now know that at least one member of staff from the Arndale and a member of the public intervened in the attack and we would like to praise and thank them for their bravery."
The Arndale reopened over the weekend, after having been evacuated.
